reinstating the ``make ex_vars.h'' entry.

reinstating the ``make ex_vars.h'' entry.
[why was this commented out, i wonder?]
note that since the Makefile doesn't include dependencies
if you make ex_vars.h you also have to make clean and then make a.out.
