Install manual page in /usr/share/man/man8 - we don't have a vax
subdirectory, and Jordan and I have decided that we don't want one.

Previously the manula page ws getting installed as /usr/share/man/man8/vax ;-)
(Without this fix, the new bsd.man.mk breaks.)
