WD INITIALIZATION AND PARTITION BOUNDARY

This code cleans up some bugs that were introduced by earlier
patches, and fixes up the code which assumed that partitions started
on cylinder boundaries.  Also, some other initialization bugs were
(hopefully) squashed.
